يدين مركز الرافدين الدولي للعدالة وحقوق الإنسان بشدة إجراءات الحكومة العراقية على خلفية الحملة الواسعة من الاعتقالات التي تستهدف كبار ضباط الجيش العراقي السابق. لقد طالت هذه الاعتقالات عددًا من الشخصيات العسكرية البارزة، ومنهم اللواء خير الله حمادي عبد الجبوري، الذي شغل منصب وكيل وزير الداخلية ومدير الشرطة العامة حتى احتلال العراق، واللواء شاكر الدوري، الذي كان معاون مدير الأمن العام خلال حقبة النظام السابق والذين تم اعتقالهما في محافظة السليمانية، من قبل قوة جاءت من بغداد بمساعدة اسايش محافظة السليمانية .
كما تم اعتقال اللواء شاكر الدوري ، ولا يزال مصيره مجهولًا حتى هذا التاريخ. تثير هذه التطورات قلق المركز بشأن أوضاع حقوق الإنسان في العراق، لا سيما فيما يتعلق بالإجراءات المتخذة ضد شخصيات عسكرية سابقة، دون توفير ضمانات قانونية واضحة أو محاكمات عادلة.
يعتبر المركز أن هذه الاعتقالات قد تكون جزءًا من حملة أوسع تهدف إلى إسكات الأصوات المعارضة أو استهداف الأشخاص غير المرغوب فيهم.
لذلك، يدعو مركز الرافدين الدولي السلطات العراقية إلى:
1.احترام حقوق الإنسان والقوانين الدولية.
2.ضمان محاكمة عادلة للمعتقلين وتوفير كافة الضمانات القانونية.
3.الكشف عن مصير اللواء خير الله حمادي عبد الجبوري واللواء شاكر الدوري.
4.يحمل المركز قوات اسايش السليمانية مسؤولية مصير اللواء خير الله حمادي عبد الجبوري واللواء شاكر الدوري.
كما يطالب المركز المجتمع الدولي هيئات الأمم المتحدة بالتدخل من أجل حماية حقوق الإنسان في العراق وضمان عدم تكرار مثل هذه الانتهاكات ونحمّل الحكومة العراقية مسؤولية الحفاظ على سلامة حياتهم في ظل وجود مليشيات ولائية تعمل خارج نطاق السلطة.

Condemnation and Denunciation
The Al-Rafidain International Center for Justice and Human Rights strongly condemns the actions of the Iraqi government in light of the extensive campaign of arrests targeting senior officers of the former Iraqi army. These arrests have affected several prominent military figures, including Lieutenant General Khairallah Hamadi Abdul Jabouri, who served as Deputy Minister of Interior and Director of General Police until the occupation of Iraq, and Lieutenant General Shakir al-Durri, who was the Deputy Director of General Security during the previous regime. Both were arrested in the Sulaymaniyah Governorate by a force that came from Baghdad with the assistance of the Asayish forces in Sulaymaniyah.
Additionally, Lieutenant General Shakir al-Durri was also arrested, and his fate remains unknown to this date. These developments raise serious concerns for the Center regarding the state of human rights in Iraq, particularly with respect to actions taken against former military figures without clear legal guarantees or fair trials.
The Center believes that these arrests may form part of a broader campaign aimed at silencing dissenting voices or targeting individuals deemed undesirable. Therefore, the Al-Rafidain International Center calls upon the Iraqi authorities to:
1.Respect human rights and international laws.
2.Ensure fair trials for the detainees and provide all legal guarantees.
3.Disclose the fate of Lieutenant General Khairallah Hamadi Abdul Jabouri and Lieutenant General Shakir al-Durri.
4.The Center holds the Asayish forces in Sulaymaniyah responsible for the fate of Lieutenant General Khairallah Hamadi Abdul Jabouri and Lieutenant General Shakir al-Durri.
The Center also urges the international community and United Nations bodies to intervene to protect human rights in Iraq and to ensure that such violations do not recur. We hold the Iraqi government responsible for ensuring their safety in the presence of militias operating outside the authority of the state.
